Nowadays, emerging technologies create a new agenda for international industries and business activities, having a significant impact on work performance and daily life of each citizen. We are all witnesses of the era of technological advancements in which open-minded people create, introduce, promote, and transform revolutionary technologies. The Blockchain is one of them.
The technology of blockchain is mainly associated with cryptocurrency for the general public, as it was first introduced as a groundbreaking innovation by “Satoshi Nakamoto” for Bitcoin in 2009. But few know that the Blockchain itself is a self-standing innovation whose advantages can be used almost in every field of human activities, especially in those that require a high level of transparency and security of data. The first thing that may come to our mind is the financing sector and banking. Aviation is the second.
What do we do today to improve aviation performance? We adopt international regulations to ensure the uniformity of rules and procedures around the Globe. We regulate through SARPs and monitor through audits to ensure the maximum safety, security, and efficiency of international air transport. Emerging technologies create enormous opportunities for international civil aviation, but at the same time, they create challenges for regulators both at national and international level. Recently, in 2018, the ICAO Council acknowledged the need to create the new agenda for the Future of Aviation which requires the Organization to actively engage in the process of exploring already existing or upcoming technological innovations that tend to alter the old way the aviation industry is functioning1.
By adopting Blockchain Technology in different fields of civil aviation, both private and governmental stakeholders will deliver maximum results with minimum efforts, while ensuring efficiency of operations, security of data, minimum risk of fraud, and saving resources. Blockchain provides for a unique network protocol, as it constitutes a distributed ledger which keeps and distributes data to anyone connected to the network. Once the datum is created, it is encrypted and distributed to everyone with access to the system. Every new datum is connected to the previous one which creates the chain of data through blocks. The chain is shared with all network participants who can monitor addition to or modification in the existing data. If the modification of data is conducted in a fraudulent way, it creates disruption in the chain which can be identified by each network participant. That is why this technology leaves zero chance for fraud.
It is important to note that the network participants do not need an intermediary for data sharing, as they have direct access to the network. It saves time, energy and financial resources usually allocated to the intermediary bodies in charge of data collection and sharing, itself associated with time-consuming process and additional fees for service.
Blockchain Technology with its unique characteristics can be successfully applied by civil aviation regulators, safety oversight bodies, auditors, airlines, manufacturers, MROs and more. The list is endless when it comes to the possibility and options of the application of this technology. This is a step forward for securing data with the quickest access by all interested stakeholders, which will create trust and transparency in the operations.
The United Arab Emirates’ Government is the first in the world to adopt the Emirates Blockchain Strategy2021 which “aims to transform 50 per cent of government transactions into the blockchain platform by 2021”. By adopting this technology, thus saving time, efforts and resources needed for everyday transactions, the UAE government expects to save AED 11 billion. The savings that the Aviation industry worldwide can benefit from this application is enormous.
Blockchain is like any technology, needs research, time, and can be disruptive initially. However, looking into the future of aviation and the need to increase efficiency, capacity, security and savings demand early actions. While some airlines are already studying the possible ways the technology may facilitate their performance and increase their competitiveness, it is time for regulators, to embrace the technology with its maximum capabilities to deliver tangible outcomes. That is why we are inviting the ICAO to actively engage in the process of exploring the possibilities of adopting the Blockchain to make its activities even more efficient and give the example to States for the better future of international civil aviation.
1 The ICAO Council Off-Site Strategy Meeting was held in June 2018 in Quebec, Canada under the theme “Aviation of the Future”. The Council noted that the Organization needs to develop strategies and action plans to maintain its leadership in face of rapid technological change.
